The breeding of animals is allowed under the
Guines Edict, but due to the concerns of using
science rather than
magic to produce different varieties of animals, all people that grow and breed animals are required to be licensed. The local government maintains records and has annual inspections to confirm any changes to the livestock are due to magical sources.
To avoid excessive inspections and licensing requirements, any household with fewer than 5 of a single type of animal are exempt from these licensing requirements. A household has 28 days (4 weeks) to register if they excede this limit.
